This evidently ****ed the individual college off mightily when it got bounced down to them, and even then it went to a techie in the IT department who probably didn't have much influence over the teaching methods of the course (the real problem). Another possibility might be the complaints procedure at http://www.uhi.ac.uk/ceandsec/policies/policy_XIV.htm . However, this says that complaints should first be raised informally with the local people involved.
