A-ha, not true. It's transport stats, so reasonable to assume that both the
walkers and the cyclists are going somewhere rather than walking/riding
aimlessly for x hours.

Those who clicked on the link will have clocked that it's for _passenger_
death rates, and realised that receiving a piggy back ride or sitting on
the back of a tandem is certain death.
